Apart from the ICRC, international humanitarian law (IHL) does not contain any treaty mechanism that would work in practice to ensure its implementation. Can human rights mechanisms be used without diluting human rights or weakening the credibility of IHL? This question is particularly relevant on the occasion of the 70th anniversary of the Geneva Conventions.
